Fix 10016 Events in the Server Logs

To monitor this event:
  1. On every server in the SharePoint farm except for the database, create a custom view in Event Viewer.
  2. Logged: Last 7 days.
  3. By Log: System.
  4. Includes/Excludes: 10016.
  5. Click OK.
  6. Name: 10016 Errors.
  7. Click OK.
This will let you monitor this event in the future so you will know if your changes correct the error.  Afterwards delete the custom view when the error doesn't happen for several days.

There are differences in SharePoint servers experiencing this error depending on which server in the farm you see this error.  The difference will be in the CLSID and APPID reported.

For CLSID/APPID {000C101C-0000-0000-C000-000000000046}

The machine-default permission settings do not grant Local Activation permission for the COM Server application with CLSID {000C101C-0000-0000-C000-000000000046} and APPID
{000C101C-0000-0000-C000-000000000046} to the user NT AUTHORITY\NETWORK SERVICE SID (S-1-5-20) from address LocalHost (Using LRPC). This security permission can be modified using the Component Services administrative tool.

FIX:
The 10016 event above {000C101C-0000-0000-C000-000000000046} can be resolved using the steps below:
  1. From the Start menu search window enter regedit and from the list of options right click regedit and select run as administrator.
  2. Navigate to the HKEY_CLASSES_ROOT\AppID\{000C101C-0000-0000-C000-000000000046}.
  3. Right click the key, select Permissions and click Advanced.
  4. Select the Owner tab, set the owner to the Administrators group, tick replace owner on subcontainers and click OK.
  5. Grant the administrators group full control permissions and click OK.
  6. From the Start search window enter dcomcnfg and from the list of options right click dcomcnfg and select run as administrator.
  7. Expand Component Services – Computers – My Computer – DCOM Config.
  8. Right Click {000C101C-0000-0000-C000-000000000046}and select Properties.
  9. Select the Security tab click Edit for Launch and Activation Permissions.
  10. From Launch and Activation Permissions click Edit
  11. Click the Add... button
  12. Click Locations, select the Local Server and Click OK
  13. Add the WSS_WPG and WSS_Admin_WPG groups and click OK (WSS_WPG;WSS_Admin_WPG)
  14. In the permissions for each local group you just added, select Allow for Local Launch and Local Activation and click OK twice
This should stop the error occurring.

For CLSID/APPID {61738644-F196-11D0-9953-00C04FD919C1}

This refers to the IIS WAMREG Admin Service.

FIX:

  1. Change the ownership and permissions for Administrators on this APPID in regedit (steps 1-7 above).
  2. Use this application name (step 8) when performing the steps above in DCOMCNFG.  You may only find it in the list as this name: "IIS WAMREG admin Service"
  3. Repeat the steps 9-12 above.
  4. For the security on this application add the WSS_WPG local group (step 12) and allow Local Activation (step 13).
